Jakarta, CNBC Indonesia – The Ministry of Health (Kemenkes RI) gave written warnings to three teaching hospitals for bullying practices against medical students, namely general practitioner education (koas), internships, and specialist medical education programs (PPDS).
The Director General of Health Services at the Ministry of Health, Azhar Jaya, revealed that the three hospitals were RSUPN Dr. Cipto Mangunkusumo (RSCM) Jakarta; RSUP Dr. Hasan Sadikin, Bandung; and Haji Adam Malik General Hospital, Medan.
“We also issued warning letters to all of them stakeholders hospital leadership and those related to the education process at the three hospitals,” Azhar said in an online press conference from the Indonesian Ministry of Health, Thursday (17/8/2023), quoted from Indonesian CNN.

In this regard, Azhar asked the leaders of the three related hospitals to immediately carry out the investigation results from the Ministry of Health.
“I hope the directors will immediately take the necessary actions to prevent this bullying from continuing,” said Azhar.
According to report data from the Inspectorate General of the Ministry of Health, practice bullying in the three hospitals, students are made into ‘Walking ATMs’, that is, they are asked for fees outside of educational needs which students should not do.
Apart from being used as a ‘Walking ATM’, students are also asked to perform tasks that are not their obligation, including guard hours outside reasonable limits.
“The majority of reports of bullying are related to requests for funds beyond the need for education, services and research, as well as guard duty beyond reasonable limits,” said Inspector General of the Ministry of Health, Murti Utami, on the same occasion.
According to the Ministry of Health, there were 91 alleged complaints bullying on the Ministry of Health’s report channel collected from 20 July to 15 August 2023.
Previously, the Indonesian Ministry of Health officially provided a website and hotline for victims bullying at the vertical hospital of the Ministry of Health, last Thursday (20/7/2023).
The bullying reporting system at the Ministry of Health’s vertical hospitals can be accessed via perundungan.kemkes.go.id and the WhatsApp hotline 0812-9979-9777.
The Minister of Health, Budi Gunadi Sadikin said, the incoming report data would be immediately received by the Inspectorate General of the Ministry of Health. Thus, he guarantees that the reporter’s data will not be known by the perpetrators of bullying and related hospitals.
“We have two options. If you dare to give your name and NIK. I’d say this only goes to the Inspector General of the Ministry of Health. It doesn’t go to anyone else,” said Budi in a press conference in Jakarta, quoted Monday (18/8/2023) .
“So you don’t have to worry about seniors, the hospital or the hospital director seeing it, no. This (a report on a victim of bullying) goes to the Inspector General of the Ministry of Health,” he stressed.
